equalization; relating to appropriations from the                              
National Petroleum Reserve - Alaska special revenue                            
fund to the power cost equalization and rural

cost equalization and rural electric capitalization                            
fund and the four dam pool transfer fund; and                                  
providing for an effective date.                                               
                                                                               
Senator Mackie moved that the Senate concur in the House
